f. To acquire, hold, or dispose of property by any <br />lawful means, including without limitation, gift, purchase, <br />eminent domain, lease, lease purchase or sale; <br />g. To incur debts, liabilities, or obligations <br />subject to limitations herein set forth; <br />h. To receive gifts, contributions and donations of <br />property, funds, services and other forms of financial <br />assistance from persons, firms, corporations and any <br />governmental entity; <br />i. To sue and be sued in its own name; <br />j. To apply for an appropriate grant or grants under <br />any federal, state, or local programs for assistance in <br />developing any of its programs; <br />k. To adopt rules, regulations, policies, by -laws <br />and procedures governing the operation of the Agency; <br />1. To exercise those powers authorized in Chapter 5 <br />(commencing with Section 31100) of Division 17 of the <br />Streets and Highways Code in accordance with Government <br />Code Section 66484.3(f); and <br />M. To the extent not herein specifically provided <br />for, to exercise any powers in the manner and according to <br />the methods provided under applicable laws. <br />III. <br />ORGANIZATION <br />3.1 Membership. <br />The Parties to the Agency shall be the public <br />entities which have executed or hereafter execute this <br />Agreement, or amendment, thereto, and which have not, <br />pursuant to the provisions hereof, withdrawn therefrom. <br />
