Drainage <br />Credit will be given for drainage structures in accordance with lengths of pipe <br />and unit prices estimated as costs in the fee program or for as -built structures <br />which the Director, EMA or his designee determine are reasonable equivalents <br />of the structures in the fee program cost estimate. Unit prices for as -built <br />drainage structures in the fee program cost estimate. Unit prices for as -built <br />drainage structures will be those used in the latest fee program cost estimate. <br />Engineering and administration credit of 15% of the drainage structure credit <br />will be added. Contingency credit of 10% of the drainage structure credit will <br />be added. Terrace drains, downdrains and temporary drainage facilities or <br />erosion control facilities are included in the average unit cost of grading. <br />5. Other Improvements <br />Credit will be given for other improvements at the rate at which the <br />improvement was estimated in the fee program plus 15% for engineering and <br />administration plus 10% for contingencies. <br />The credit rates specified above will be revised whenever the corridor costs <br />estimates are revised for the purpose of adjusting fees. Once fee credits are <br />established by an executed reimbursement agreement, no further adjustments <br />will be made to those credits because of revisions to the corridor cost estimates <br />or fee adjustments. <br />XII. ANNUAL FEE ADJUSTMENT <br />It is intended that annually the fee programs be automatically adjusted by the <br />Agencies as provided above, and further adjusted by the Agencies to reflect updated <br />project cost estimates, substantial changes in general plan land use elements, or other <br />pertinent information. <br />In the event an annual evaluation of the fee programs causes fees to be reduced for <br />any reason, reimbursements will not be considered for fees already paid. <br />XHI. JOINT POWERS AGENCIES <br />There are seventeen different cities within the proposed Areas of Benefit for the <br />Foothill/Eastern and San Joaquin Hills Transportation Corridors. Joint Powers <br />Agencies ( "Agencies ") consisting of City and County Parties have been formed for <br />the purposes of planning, designing, financing and constructing the San Joaquin Hills <br />and Foothill and Eastern Transportation Corridors.
