N <br />JOINT EXERCISE OF POWERS AGREEMENT <br />CREATING THE SAN JOAQUIN HILLS <br />TRANSPORTATION CORRIDOR AGENCY <br />THIS AGREEMENT is made and entered into as of the 30+h <br />day of <br />(it QV Af y_, 1986, by and between five or more of <br />the following public agencies: <br />(a) County of Orange <br />(b) City of Costa Mesa <br />(c) City of Irvine <br />(d) <br />City <br />of <br />Laguna Beach <br />(e) <br />City <br />of <br />Newport Beach <br />(£) <br />City <br />of <br />San Clemente <br />(g) City of San Juan Capistrano <br />(h) City of Santa Ana <br />R E C I T A L S: <br />A. The California State Legislature adopted Chapter <br />708, Statutes 1984, adding Section 66484.3 to the Government <br />Code authorizing the County of Orange and any city within the <br />County of Orange to require by ordinance the payment of a fee <br />as a condition of approval of a final map or as a condition <br />of issuing a building permit, for the purpose of defraying <br />the actual or estimated cost of constructing bridges over <br />waterways, railways, freeways, and canyons or constructing <br />major thoroughfares. <br />B. The parties to this Agreement have territory within <br />or related to that area known as the San Joaquin Hills Trans- <br />
