e. To lease, acquire, construct, manage, main- <br />tain, and operate any buildings, works, or improvements; <br />f. To acquire, hold, and dispose of property by <br />eminent domain, lease, lease purchase or sale; <br />g. To incur debts, liabilities, or obligations <br />subject to limitations herein set forth; <br />h. To receive gifts, contributions and donations <br />of property, funds, services and other forms of finan- <br />cial assistance from persons, firms, corporations and <br />any governmental entity; <br />i. To sue and be sued in its own name; <br />j. . To apply for an appropriate grant or grants <br />under any federal, state, or local programs for assis- <br />tance in developing any of its programs; <br />k. To adopt rules, regulations, policies, bylaws <br />and procedures governing the operation of the Agency; <br />and <br />1. To the extent not herein specifically provided <br />for, to exercise any powers in the manner and according <br />to the methods provided under applicable laws. <br />III <br />ORGANIZATION <br />3.1 Membership. <br />The parties to the Agency shall be each public <br />entity which has executed or hereafter executes this Agree- <br />ment, or any addenda, amendment, or supplement thereto, and <br />-8- <br />
