REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 16, 2014 <br />TITLE: <br />RESOLUTION AUTHORIZING A JOINT <br />APPLICATION FOR FUNDING UNDER <br />THE INFILL INFRASTRUCTURE GRANT <br />PROGRAM (STRATEGIC PLAN NO. 5,3) <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY; <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2 "a Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing a joint application with the Orange Housing Development <br />Corporation and the City of Santa Ana to submit an application for funding under the Infill <br />Infrastructure Grant Program in the amount not to exceed $3,000,000 for the Depot at Santiago <br />Housing Project at 923 North Santiago Street. <br />DISCUSSION <br />On September 25, 2014, the Department of Housing and Community Development (HCD) <br />announced availability of approximately $40 million in funding for the Infill Infrastructure Grant <br />(IIG) Program. The IIG program is funded under the Housing and Emergency Shelter Trust Fund <br />Act of 2006 (Proposition 1C). The IIG Program funds are offered through the Notice of Funding <br />Availability (NOFA) application that provides gap funding of infrastructure improvements that are <br />an integral part of or are necessary to facilitate the development of new infill housing for specific <br />residential or mixed use projects. Each IIG application must be a minimum award of $500,000 in <br />urban areas and up to a maximum of $4 million. <br />The Depot at Santiago Housing Project was previously approved by City Council on June 17, <br />2014 with approval for Site Plan Review No. 2014 -01 and Tentative Parcel Map No. 2014 -01. In <br />May 2013, the City Council approved a loan agreement for the Depot at Santiago Housing <br />Project with affordable housing restrictions in place for fifty -five 55 years. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 (Community Health, Livability, Engagement <br />& Sustainability), Objective 3 (Facilitate diverse housing opportunities and support efforts to <br />preserve and improve the livability of Santa Ana neighborhoods). <br />55A -1 <br />
