REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 16, 20'14 <br />TITLE: <br />APPROPRIATION ADJUSTMENT FOR <br />CALIFORNIA BOARD OF STATE AND <br />COMMUNITY CORRECTIONS LAW <br />ENFORCEMENT FUNDING <br />(STRATEGIC PLAN NO. 1, 3B) <br />(� CITY MANAG R <br />RECOMMENDED ACTION <br />VNRR• 0 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing $642,464 in Board of State and Community <br />Corrections Local Assistance law enforcement funds from the California Board of State and <br />Community Corrections in the Police Block Grants revenue account and appropriate same to the <br />grant expenditure account. <br />DISCUSSION <br />Legislation associated with the California 2011 Budget Act established the Board of State and <br />Community Corrections (BSCC) as an independent entity, effective July 1, 2012. The BSCC <br />assumed the previous functions of the Corrections Standards Authority, as well as other public safety <br />programs previously administered by the California Emergency Management Agency. <br />As part of the 2013 State Budget Act, $27.5 million for Local Assistance was appropriated for city <br />police departments, with the allocation formula to be developed by the BSCC in consultation with the <br />Department of Finance. The 2014 allocation is $40 million, a 45 percent increase. The California <br />Police Chiefs Association (CPCA), on behalf of local law enforcement agencies, presented to the <br />BSCC an allocation formula based upon the regional needs in each county. In its proposal, the CPCA <br />proposed that the funds could be used regionally and in cooperation with other agencies, and with a <br />focus on serious, violent crimes and habitually non - compliant offenders. The Santa Ana Police <br />Department will use its appropriation to support these efforts. Orange County agencies were <br />allocated a total of $2.39 million, with the Santa Ana Police Department receiving $642,464. <br />20A -1 <br />
