Agreement with URS Corporation for <br />Santa Ana Delhi Diversion Project <br />December 16, 2014 <br />Page 2 <br />To meet the project grant funding deadlines, construction is required to start by July 2016; <br />therefore it is critical to complete the design, environmental work, permitting, and right -of -way <br />easements by early 2016. The contract provides for these services as well as construction <br />support. Upon Council approval, the contract will be effective December 16, 2014, through <br />December 15, 2017, with a provision for two one -year extensions exercisable by the City Manager. <br />Staff issued a Request for Proposals (RFP) for the Santa Ana Delhi Diversion project on the City's <br />website on October 16, 2014. Nine engineering firms attended the mandatory pre - proposal <br />meeting. Two proposals were received, with several engineering firms collaborating to submit one <br />joint proposal. Each proposal was evaluated and ranked by a review committee comprised of staff <br />from the Public Works Agency. The ranking criteria included the experience of the firms and the <br />subconsultants, understanding of the scope of work, the work plan, clarity and specificity, <br />permitting experience, and schedule. Both firms were interviewed with the following ranking <br />results: <br />Firm <br />Score <br />Proposed Fee <br />URS Corporation <br />94 <br />$471,679 <br />_CWE Corporation <br />91 <br />Following the evaluation and ranking of proposals, the fee rate schedule for the top ranked firm <br />was opened and evaluated. Staff recommends awarding a contract to URS Corporation based on <br />its experience with similar work in flood channels, familiarity with the permitting requirements of all <br />relevant agencies, and unique approach to complete the work within the specified time. The <br />proposal contains a clear path toward achieving City goals and objectives as required by the RFP. <br />The total agreement compensation of $550,000 includes a project fee of $471,679 and a <br />contingency of $78,321. <br />STRATEGIC PLAN <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Engagement & Sustainability; Objective #2 (expand opportunities for conservation and <br />environmental sustainability). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />25F -2 <br />
