FIRM QUALIFICATIONS <br />I_� +i•�f�3: <br />November 13, 2014 <br />Mr, Tyrone Chesanek <br />City of Santa Ana <br />Public Works Agency <br />20 Civic Center Plaza, 3rd Floor, Ross Annex <br />Santa Ana, CA 92701 <br />Subject: Request for Proposal (RFP) for Design and Construction Support of the Santa Ana Delhi <br />Diversion Project — RFP No. 14 -069 <br />Dear Mr. Chesancle <br />With a proven track record of delivering creative, comprehensive and quality engineering designs on schedule and within <br />budget to numerous clients throughout the Country, URS Corporation (URS) is pleased to respond to the City of Santa <br />Ana's (City) Request for Proposal for Design and Construction Support for the Santa Ana Delhi Diversion Project. <br />It is our understanding that this proposal and its contents in its entirety will become an attachment to our agreement <br />with the City. As such, the person signing this letter, T'ariq Hussein, is legally authorized to bind the company, URS <br />Corporation, with the Proposal, Work Plan, and Fee Proposal, which together comprise URS' total submittal package <br />for the design and construction support of the Santa Ana Delhi Diversion Project. <br />We believe the URS Team is the best qualified for your project. We have: <br />Team Members with Direct Relevant Experience —The project team selected for this project has extensive <br />experience in the design of diversion facilities, pipelines, preparing environmental documentation, coordinating and <br />obtaining permits, structural engineering and electrical and instrumentation design. URS guarantees that personnel <br />presented in the proposal are committed to manage and perform the identified tasks throughout contract duration. <br />Knowledge of Your Project — The URS Team (URS) prepared the preliminary design report (PDR) for the Delhi <br />Diversion project and thoroughly understands the needs, goals and challenges. During the preparation of the attached <br />proposal, our team developed another alternative to the radial gate structure discussed in the PDR and identified a new <br />pipeline alignment that may potentially save the City valuable finds. Having in -depth knowledge about the project will <br />allow our team of engineers to immediately start the design and ultimately minimize the expense and time to get up to <br />speed on the project's history and obtaining background information. <br />Highest and Best Value to City — URS respects the City as a partner with common goals for a successful project.
