• In the event the records search results indicate the presence of known cultural resources, <br />further cultural resources investigations may be recommended. This cost estimate does not <br />include such additional cultural resources work. <br />• Assumes that no paleontological search or Native American Consultation is required. <br />• The deliverable for this scope is limited to one letter request to the information center with <br />one project map figure and one record search results summary letter report. <br />• The cost estimate does not include any additional GIS time associated with the digitization of <br />information resulting from the record search request or for the creation of result figures for <br />inclusion with the letter report. <br />3.3 Biological Field Survey and Technical Report <br />A biological field survey and technical report are needed to evaluate potential impacts on biological <br />resources for the IS /MND. The survey and report are also needed as supporting documentation <br />for resource agency permits applications (described later in Task 5). <br />URS will review biological resource databases, local resource management plans, aerial photos, and <br />any other readily available commercial data to determine the locations and types of biological <br />resources that have the potential to occur at the Project site and general vicinity. The literature <br />review will support the development of a brief Biological Technical Report. <br />Following the literature review, URS will conduct a pedestrian -based biological survey of the <br />project site (channel diversion area, retention basin area, and pipeline route) to observe, document, <br />and evaluate the onsite conditions and determine the potential for occurrence of common and <br />special- status biological resources and aquatic resources. The field analysis and data collection will <br />identify the acreages of land use and vegetation present, a list of plants and wildlife present will be <br />compiled, and special - status species with potential to occur within the study area will be <br />determined. The field results will be synthesized within a Biological Letter Report, which will be <br />used in the analysis for the CEQA IS /MND as well as included as a requisite attachment to the <br />resource agencies' permit packages. <br />34 jurisdictional Determination: <br />For projects that may impact areas under the jurisdiction of the USACE, a jurisdictional <br />delineation is required utilizing USACE standard delineation methods. URS evaluated the <br />possibility of using previously- prepared Jurisdictional Delineations associated with the Santa Ana - <br />Delhi Channel Widening project, since the channel widening areas may overlap with the current <br />project. However, based on our experience, we believe the USACE and other perm tting agencies <br />would not accept this Jurisdictional Delineation for the proposed project, and would request a <br />project- specific delineation instead. Reasons would likely include the differing magnitude of <br />impacts, as well as new delineation mapping standards (issued on August 6, 2012) that must be <br />utilized in all new USACE jurisdictional delineations. Furthermore, if utilizing a previously - <br />prepared Jurisdictional Delineation, it would be difficult to address any potential agency data <br />requests, given that the report was prepared by another consulting firm wonting for a different <br />municipality. Therefore, URS has determined it would be most appropriate to prepare a project - <br />specific delineation for the proposed project, as discussed in the following paragraphs. <br />URS will delineate aquatic resources within the study area. The study area includes aquatic resource <br />areas that will be impacted by the project, which likely will be limited to the diversion area of the <br />Santa Ana Dellni Channel.
