amounts to accommodate the City's needs for goods and <br />services; and Policy 4.3 which aims to support land uses <br />which provide community and regional economic and service <br />benefits. The proposed facility will provide a communication <br />service to Santa Ana residents as well as the business <br />community locally and regionally. Policy 5.5 encourages <br />development which is compatible with and supportive <br />surrounding land uses. The proposed addition to a public <br />utility facility is consistent with the adjacent commercial, <br />industrial and residential uses. The facility will provide a vital <br />service to Santa Ana residents as well as the business <br />community. Additionally, Urban Design Element Policy 1.5 <br />encourages enhanced architectural forms, textures, colors <br />and materials are expected in the design of all projects. The <br />building design is unique and non - traditional. The proposed <br />second floor addition will utilize two different kinds of split face <br />concrete blocks and stucco to create color and texture <br />variations and to match the existing building. The existing <br />building elevation on Warner Avenue has tubular steel vine <br />trellises for design detail. Acoustical louvers are used on the <br />east and west sides of the building to provide ventilation for <br />the equipment. <br />E. In accordance with the California Environmental Quality Act the <br />recommended action is exempt from further review per Section 15301. <br />This Class 1 exemption allows the licensing of existing facilities with <br />additions to existing structures up to 10,000 square feet in an area where <br />all public services and facilities are available to allow for maximum <br />development permissible in the General Plan. Categorical Exemption <br />Environmental Review No. 2013 -72 will be filed for this project. <br />Section 2. The Planning Commission, after conducting the public hearing, <br />hereby approves modification to Conditional Use Permit No. 2000 -10 as conditioned in <br />Exhibit "A" attached hereto and incorporated herein.
