Request For Proposal — Youth Programs <br />Under the Federal Workforce Innovation <br />And Opportunities Act <br />January 20, 2015 <br />Page 2 <br />RFP TIME LINE; <br />January26,2015 <br />Release RFP <br />February 19, 2015 <br />Mandatory attendance - Technical Assistance <br />meeting <br />March 19, 2015 <br />Deadline to submit ro osals <br />April 10, 2015 <br />WIB Youth Council meeting for <br />recommendation review <br />May 15 2015 <br />WIB review and recommendation to fund <br />June 2, 2015 <br />Submit recommendation to award contracts to <br />City Council <br />The procurement cycle will be for four years with staff recommending execution of a two -year <br />agreement and the option to extend upon satisfactory performance, <br />The Work Investment Board (WIB) will be evaluating proposals on the following components. <br />1) Workforce preparation with at least 20 percent of funds allocated for youth -paid <br />work experience. <br />a. Activities leading to attainment of secondary school diploma or equivalents <br />b. Preparation for postsecondary education and training <br />c. Strong linkages between academic instruction and occupational education <br />that leads to recognized postsecondary credential <br />d. Preparation for unsubsidized employment <br />e. Effective connections to employers in in- demand industries and occupations <br />of the local and regional markets <br />2) WIOA Program Elements (some or all of the 14 WIOA elements) <br />3) Program design that will meet or exceed WIOA Performance Measures <br />4) Special consideration will be given to youth organizations that can serve youth with <br />disabilities, foster /emancipated youth and youth on probation <br />WIOA requires that 75 percent of our youth allocation be spent on out -of- school youth and 20 <br />percent of that on youth -paid work experience. Under WIOA we can now serve youth between <br />the ages of 14 to 24 (cut off age used to be at 21). <br />The RFP outreach will consist of a required posting of a legal notice in the Orange County <br />Register. Staff will also utilize the City's website, Facebook page, PlanetBids, and Nixie <br />electronic announcement. In addition, staff will send a notice by mail and communicate <br />19D-2 <br />
