and expert advice on projects particularly in regard to effective strategies and tools used in the <br />workplace. Projects should be authentic, involve academic rigor, applied learning, active exploration, <br />adult connection and assessment practices. <br />QUALIFIED STAFF: Individuals that have experience or education that qualifies the individual to <br />conduct the training or deliver the services contracted for. <br />REGISTRATION: (point of registration for counting performance measures) process for collecting <br />information to determine an individual's eligibility for services under WIOA. All youth eligible for <br />WIOA services must be registered in order to receive those services. At the point of registration, <br />participants are counted for performance measurement purposes. <br />RETENTION (YOUTH): Continued retention in work, school, training, education, or military. <br />RETENTION RATE: The number of WIOA customers placed, who are employed at the end of the <br />retention period after exiting from the program, divided by the total number of customers exited in a <br />specific time period. <br />SELF- SUFFICIENCY: An adequate standard of living without cash benefits. Self- sufficiency services are <br />services that assist WIOA recipient to expand strengths and resources necessary for self- sufficiency or <br />to reduce or eliminate barriers to self- sufficiency. <br />SELF - SUFFICIENCY STANDARD FOR ORANGE COUNTY: Family of one must earn a minimum of $15.24 <br />per hour or $32,177 annually. Adopted by the Santa Ana WIB on September 12, 2008. <br />SERVICE PROVIDER: An entity such as a CBO, an educational institution, or a commercial organization <br />which delivers services to WIOA participants under a contract. <br />STEM: Acronym for Science /Health, Technology, Engineering and Mathematics. <br />STIPENDS: Stipend payments may be used for youth participating in a variety of experiences. These <br />payments may be based on attendance for youth participating in a work, education, and /or training <br />experience. <br />STRUCTURED WORK EXPERIENCE: A competency -based educational experience that occurs at the <br />work site but is tied to the classroom curriculum that coordinates and integrates school -based <br />instruction with work site experiences. <br />SUBCONTRACT: Any compensated services performed by an individual or entity other than staff or <br />the service provider; e.g., consultants, contracts for professional services, etc. <br />SUBSIDIZED WORK EXPERIENCE: A career - linked job at a public or private site in which the wages paid <br />to an employee are financially supported by a private, state or local employment and training <br />program. <br />SUPPORTIVE SERVICES: Service needed in order to assist the youth to be successful in achieving their <br />goals. This may include transportation, childcare, work - related tools, and clothing. To the greatest <br />extent possible program should address support service needs through leveraging of resources and <br />partnerships with providers. <br />19D-49 45 <br />
