AGREEMENT UNDER THE WORKFORCE <br />INNOVATION & OPPORTUNITY ACT <br />THIS AGREEMENT, made and entered into this by and between <br />the City of Santa Ana, a charter city and municipal corporation duly organized and existing <br />under the Constitution and laws of the State of California ( "CITY ") and ( "CONTRACTOR "). <br />W- I- T- N- E- S- S -E -T -H <br />Recitals: <br />A. CITY has been designated a Local Workforce Investment Area <br />( LWIOA) under the Workforce Innovation & Opportunity Act , Public Law 105 -220 ( "the <br />Act "). <br />B. The State of California has created the LWIOA to administer the Act <br />programs operated by the State of California pursuant to the Act. <br />C. As a LWIOA, CITY is entitled to receive federal funds to establish <br />programs to prepare economically disadvantaged youths for entry into the labor market and to <br />provide basic skills development to those individuals who are economically disadvantaged or <br />otherwise face serious barriers to succeeding in life. One goal of California's Workforce <br />Investment System is to provide youth with the opportunities to achieve career goals that will <br />allow them to successfully compete in the labor market and prepare them for higher education. <br />D. CONTRACTOR is experienced in operating education, occupational <br />development and employment programs for economically disadvantaged youths for entry into <br />the labor market ( "said program "). <br />E. CONTRACTOR is willing to operate said prograrn pursuant to the Act <br />and California law. <br />WHEREFORE, for and in consideration of the respective and mutual covenants <br />and promises hereinafter contained and made, and subject to all the terms and conditions <br />hereof, the parties hereto do hereby agree as follows: <br />19D -51 47 <br />
