REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 20, 2015 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2014 -49 TO <br />EXPAND AN EXISTING CARE HOME FACILITY, <br />VARIANCE NO, 2014 -07 TO ALLOW A REDUCTION <br />IN BUILDING SETBACKS AND VARIANCE NO. <br />2014.08 TO ALLOW A SIX FOOT HIGH FRONT <br />YARD FENCE AT 325 THROUGH 403 NORTH <br />SUSAN STREET - THE JOHN HENRY FOUNDATION <br />{STRATEGIC PLAN NO . 3, 2; 6,3) <br />CITY MANAG R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2014 -49 as conditioned, <br />Variance No. 2014 -07 as conditioned, and Variance No. 2014 -08 as conditioned. <br />PLANNING COMMISSION ACTION <br />On December 8, 2014, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2014 -49 to allow the expansion of a care home facility at 325 through 403 North <br />Susan Street as conditioned; Variance No. 2014 -07(a) to allow a reduction in front yard setbacks, <br />Variance No. 2014 -07(b) to allow a reduction in rear yard setbacks, and Variance No. 2014 -07(c) <br />to allow a reduction in building separation setbacks for 325 and 403 North Susan Street as <br />conditioned; and Variance No. 2014 -08 to allow an increase in the front yard fence height at 325 <br />through 403 North Susan Street as conditioned by a vote of 7:0 located in the Two - Family <br />Residential (R2) zoning district. The Planning Commission made no changes to the <br />recommendation outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />The existing care home village located at 403 North Susan Street was approved in 1970 through <br />Variance No. 1970 -21. The applicant, The John Henry Foundation, proposes to incorporate two <br />homes south of the existing facility at 325 North Susan Street into the complex. This will expand <br />their housing and support services to serve 12 additional residents for those with special needs <br />and /or disabilities. As part of the expansion proposal, both exterior and interior improvements will <br />be made. These include a redesign of the site to improve vehicular and pedestrian access, <br />architectural enhancements to two buildings, and interior improvements to all of the structures to <br />make them consistent with the program operations of the Foundation.
