Adopt a resolution certifying the Santa Ana - Garden Grove Fixed Guideway Project REA /FEIR <br />(SCH #2010051060); <br />2. Adopt the Findings and Statement of Overriding Considerations for the Santa Ana - Garden <br />Grove Fixed Guideway Project; <br />3. Adopt the Mitigation Monitoring and Reporting Program for the Santa Ana - Garden Grove Fixed <br />Guideway Project; and <br />4. Approve the Santa Ana - Garden Grove Fixed Guideway Project; <br />BACKGROUND <br />This action will complete the environmental phase of the Santa Ana /Garden Grove Fixed <br />Guideway Project in preparation for transferring project oversight to the Orange County <br />Transportation Authority (OCTA) for the implementation, operation, and maintenance phases of <br />the project. While OCTA will assume primary responsibility, the City will remain a participant in the <br />design, construction, and eventual streetcar operations. <br />The OCTA Go Local Program was initiated in 2006 to identify projects that would provide last -mile <br />transit connectivity to the Metrolink backbone commuter rail system in Orange County. The focus <br />of the program was to conceive these transportation options at the local level. The program <br />helped to identify the best projects for funding consideration through a competitive process that <br />ultimately led to partnerships between OCTA and the local agency awardees. <br />In 2007, a collaborative effort between the cities of Santa Ana and Garden Grove led to a project <br />concept which was one of two projects selected by OCTA to continue through the Go Local 4 -step <br />process. In Step 1, a feasibility study was completed in 2007 that explored a fixed rail connection <br />to Metrolink. Step 2 was initiated in 2008 and involves the subject environmental analysis.
