Letter 8 <br />Santa Ana Community & Business Alliance (SAC -BA) <br />Madeleine Spencer <br />333 East 9`h #303 <br />Santa Ana, CA 92701 <br />Response 8 -1 <br />Construction details and associated impacts are discussed on page 3 -197 of the EA /DEIR. <br />Construction of the proposed project would have temporary impacts on vehicle and pedestrian <br />access and require minimal pavement cuts. These temporary construction related adjustments <br />would allow businesses in the area to continue to serve customers with minimized disruption. It <br />is not anticipated that any businesses within the Study Area outside of the project footprint <br />would have to temporarily or permanently cease operations due to construction activity. The <br />overall duration of construction activities is anticipated to be 30 months; however, the duration <br />of concentrated construction activities would be no more than six months at one location along <br />the alignment. In addition, noncontiguous segments can be constructed at the same time. <br />Construction would be completed in coordination with Downtown stakeholders and the business <br />community in order to minimize potential impacts from construction, such as coordinating work <br />at night and on weekends. The long -term benefits for the businesses within the Study Area <br />include greater pedestrian and transit access for employees and customers alike. <br />Response 8 -2 <br />With regards to the Renaissance Plan, Fourth Street Facade Program, Community Improvement <br />District (CID), and Property Based Improvement District (PBID), the proposed project would only <br />involve the construction of a streetcar along the proposed alignment. None of the alternatives <br />for this project include redevelopment or propose the establishment of a CID or PBID. <br />The purpose of the SA -GG Fixed Guideway Project is to: <br />• Improve Transit Connectivity within the Study Area; <br />• Relieve Congestion by Providing Alternative Mobility Options; <br />• Be Sensitive to the Character of the Community; <br />• Increase Transit Options; <br />• Improve Transit Accessibility to and within the Study Area; and <br />• Provide Benefits to the Environment through Improved Air Quality. <br />Section 2.9 on page 2 -29 of the EA /DEIR describes the selection and evaluation of alternatives <br />for the project. The alternatives analysis process consisted of four major steps: (1) Preliminary <br />Definition of Alternatives, which included creating a range of conceptual alternatives that could <br />potentially satisfy the Purpose and Need and meet the goals and objectives for the project; (2A) <br />Initial Screening (Route Options) to eliminate route options with fatal flaws and those that do not <br />satisfy the Purpose and Need and meet the goals and objectives of the project; (213) Initial <br />Screening (Technology Options) to eliminate technology options with fatal flaws and those that <br />do not satisfy the Purpose and Need and meet the goals and objectives of the project and <br />Santa Ana Garden Grove Fixed Guideway Project REAIFEIR P a cJ 0150 <br />January 2015 <br />75A -108 <br />
