the notifications and document were also made available at different locations (Santa Ana City <br />Hall Public Works Counter, Santa Ana City Hall City Clerk's Office, Santa Ana Public Library, <br />Salgado Center, Rosita Park, Santa Ana Train Station, Garden Grove City Hall, and OCTA), as <br />well as online on the City of Santa Ana website. <br />Response 8 -4 <br />As shown in Figure 3.3 -2 on page 3 -20 of the EA /DEIR, none of the alternatives would result in <br />the full acquisition of property or the displacement of residents and tenants within the <br />referenced Santa Anita Neighborhood directly behind the Willowick Golf Course. Near the Santa <br />Anita Neighborhood, the proposed alignment would be constructed entirely within the PE ROW <br />and no residents would be displaced within this area. It is not anticipated that the proposed <br />project would affect existing vacant properties and the increased accessibility upon <br />implementation of the proposed project is not anticipated to cause future property vacancies. <br />Response 8 -5 <br />The following response directly relates to each of the points the commenter made regarding <br />(1) lack of inclusion in the planning process, (2) questionable objectives for specified project, <br />(3) project costs, (4) disruptive construction, vacant properties, displacement, and (5) public <br />safety issues. <br />(1) Lack of inclusion in the planning process. See Response 8 -1 regarding public outreach. <br />Specific outreach efforts were conducted to include communities of EJ concern, particularly <br />Limited English Proficiency.(LEP) communities, in the planning process. The following activities <br />were conducted specifically to ensure participation from communities of EJ concern, per <br />requirements under Executive Orders 12898 and 13166: <br />• Identifying and meeting with environmental justice stakeholders, including Templo Calvario, <br />neighborhood associations, community groups, and senior centers. <br />• Established a project information hotline with outgoing messages in English and Spanish. <br />• Translated and submitted notices for publication in the following local Spanish language <br />newspapers: <br />• Excelsior (Spanish language weekly of the Orange County Register on May 24, 2010) <br />• Miniondas (June 3, 2010) <br />• Conducted visits by a multi - lingual outreach team to approximately 230 Downtown <br />businesses, including approximately 156 along 4`h Street to provide information about the <br />project, the upcoming release of the EA /DEIR, and contact information for additional follow- <br />up. <br />(2) Questionable objectives for specified project. The proposed project is a transit improvement <br />project being considered by the Cities of Santa Ana and Garden Grove in cooperation with OCTA <br />and FTA to improve mobility and provide other community enhancements. The proposed <br />project's objectives are derived from the need for transportation improvements in the Study <br />Area, which address a variety of community issues.
