include lighting, fencing, signage and education delivered to students and parents to warn of <br />potential hazards. <br />As described in Section 3.15.2.3 of on page 3 -191 of the EA /DEIR, the average speed for <br />streetcars traveling along the proposed alignment, which takes into account speed reductions at <br />school zones, entering and exiting of station areas, and complying with traffic control, would be <br />approximately 11 miles per hour. Key roadways and their speed limits are shown on page 3 -117 <br />of the EA /DEIR, and range between 25 and 40 miles per hour. The speed limit on Santa Ana <br />Boulevard is typically 30 miles per hour in the Study Area. <br />Section 3.10 -2.3 on page 3 -127 of the EA /DEIR discusses the potential impact of removing on- <br />street parking for the build alternatives. The commenter lives on Santa Ana Boulevard and states <br />that visitor parking is limited. As discussed on page 3 -126 of the EA /DEIR, the proposed project <br />would remove approximately 53 percent of the street parking on Santa Ana Boulevard between <br />Raitt and Flower Streets (73 of 143 parking spaces). The loss of parking on Santa Ana Boulevard <br />would affect residential land uses. The City of Santa Ana requires every residential property along <br />this segment of Santa Ana Boulevard to have on -site parking capacity consistent with City zoning <br />and occupancy entitlements. The EA /DEIR states that there is adequate although potentially less <br />convenient parking to accommodate residential parking needs along this segment of Santa Ana <br />Boulevard. <br />Response PH 1-12 — Ruby Cardenas <br />Three of the six stated purposes for the SA -GG Fixed Guideway Project are to improve transit <br />connectivity, increase transit options, and improve transit accessibility. The initial goal of <br />OCTA's Go Local Program was to develop projects that would extend the reach of Metrolink. <br />The Cities of Santa Ana and Garden Grove interpreted this to mean not only providing an <br />additional transit connection to a Metrolink station but to also connect with OCTA's robust bus <br />transit system in Santa Ana. By providing direct connections with all but two of the 16 OCTA <br />bus routes that currently serve the Study Area, the SA -GG Fixed Guideway Project enhances <br />Study Area mobility and connectivity with the region and increases travel convenience for those <br />who use public transportation within the Study Area. <br />The request for fare compatibility between systems was forwarded to the decision makers for <br />consideration. The comment is not directly related to the content or adequacy of the EA /DEIR, <br />and no further response is necessary. <br />Response PH1 -13 — Ruby Cardenas <br />Chapter 2.0 of the EA /DEIR describes the selection and evaluation of alternatives for the project. <br />The alternatives analysis process consisted of four major steps: (1) Preliminary Definition of <br />Alternatives, which included creating a range of conceptual alternatives that could potentially <br />satisfy the Purpose and Need and meet the goals and objectives for the project; (2A) Initial <br />Screening (Route Options) to eliminate route options with fatal flaws and those that do not <br />satisfy the Purpose and Need and meet the goals and objectives of the project; (213) Initial <br />Screening (Technology Options) to eliminate technology options with fatal flaws and those that <br />do not satisfy the Purpose and Need and meet the goals and objectives of the project and <br />Santa Ana Garden Grove Fixed Guideway Project REAIFEIR P a g ej 198 <br />January 2015 <br />75A -256 <br />
