Public Hearing Meeting No. 3 <br />Response PH3 -1 — Unknown Speaker <br />Under Streetcar Alternative 2 and IOS -2, the Streetcar would travel eastbound along 5th Street <br />from Ross Street to Minter Street. The cross sections and alignment along 5`h Street are shown <br />in Appendix 0 beginning on page 60 (drawing number TR -19 through TR -22) of the EA /DEIR. <br />The streetcar would operate in the right most lane until east of Bush Street where a dedicated <br />right turn lane would generally occur before intersections until Minter Street. No changes would <br />occur to the existing left one or two lanes along 51h Street. Along this segment, the streetcar <br />would operate in mixed traffic. This could include vehicles and /or bicycles, as there is no <br />existing bike lane and travel speeds would be substantially lower. Businesses along 51h Street <br />may be temporarily disrupted during construction. See Response PH1 -2(1) related to effects to <br />businesses during construction. Access to existing businesses would be maintained and <br />accessibility to businesses along 5 "' would be increased with the addition of three stations under <br />Alternative 2 or IOS -2. <br />Response PH3 -2 — Unknown Speaker <br />See Responses 8 -5(5) and PH1 -7 related to completion of an EJ analysis and an equity analysis. <br />The loss of property value is not an environmental consideration under CEQA unless it leads to <br />the physical deterioration of buildings. Regarding equity in properties, there is no supporting <br />evidence or documentation to establish, as fact that the implementation of a streetcar system <br />causes property values to decrease to the extent that blight or physical degradation of buildings <br />would occur. Speculation about fluctuations in property values as a result of transit <br />improvements is not within the scope of the EA /DEIR. <br />Response PH3 -3 — Wan Cha <br />A cultural resources report was prepared for the project in compliance with Section 106 of the <br />National Historic Preservation act and is included as Appendix K of the EA /DEIR. This report <br />analyzed the potential for the proposed project to adversely affect historic, archaeological or <br />paleontological resources. The Section 106 determination found that no adverse effects to <br />historic, archaeological or paleontological resources would occur from the proposed project. <br />Proposed construction activities generally would require conventional earthwork equipment (e.g., <br />cranes, tractors, and trucks). Drill rigs and similar vibration - generating equipment may also be <br />used for various construction activities. In addition, as discussed on page 3 -208 of the <br />EA /DEIR, pile- driving activities would be limited to the elevated crossing over Westminster <br />Avenue and where the alignment crosses the Santa Ana River channel. The distances between <br />the construction equipment and properties would typically be sufficient to avoid effects to the <br />properties, including historic buildings, as a result of vibration or other activity that could affect <br />these buildings' structural integrity.
