Resolution Certifying the REA/FEIR <br />Santa Ana - Garden Grove Fixed Guideway Project <br />January 20, 2015 <br />Page 3 <br />dining, and entertainment destination), Strategy B (create a comprehensive program to manage <br />parking that includes innovative strategies to provide parking, create revenue and enhance <br />accessibility in the downtown). <br />ENVIRONMENTAL IMPACT <br />The REA /FEIR represents an informational document that is intended to advise public decision <br />makers, other responsible and trustee agencies, and the general public of the potential effects of <br />the proposed project. <br />The City of Santa Ana distributed a Notice of Preparation (NOP) for the EA /DEIR on May 24, 2010. <br />The NOP was distributed to the State Clearinghouse Office of Planning and Research, public <br />agencies, utility and service providers, homeowners' associations in the project area, nearby <br />property owners, and other individuals that may have had an interest in the project. Several public <br />project scoping meetings were held in 2010 to identify concerns or issues from the community. <br />The scoping meetings identified seven conceptual project alternatives including No Build, <br />Transportation System Management (bus improvements), two Bus Rapid Transit Routes, and <br />three Streetcar Routes. <br />Through continued community input, these alternatives were screened down to the four <br />alternatives presented to Council on December 20, 2010. The Reduced Set of Alternatives <br />included the No Build alternative and those technology options that best met the needs of the <br />community comprised of the two streetcar alternatives and a TSM alternative that included bus <br />service improvements and signal synchronization. The EA /DEIR identified those potential impacts <br />that could be significant and issues that would require additional analysis.
