REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 20, 2015 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />AGREEMENT FOR TRAFFIC COUNTING <br />❑ As Recommended <br />SERVICES WITH TRANSPORTATION <br />❑ As Amended <br />El Ordinance onIstReading <br />STUDIES, INC. <br />❑ Ordinance on 2"' Reading <br />(STRATEGIC PLAN NO. 1, 3, B) <br />❑ implementing Resolution <br />2 <br />❑ Set Public Hearing For <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Transportation <br />Studies, Inc., subject to nonsubstantive changes approved by the City Manager and City Attorney, <br />to provide traffic counting services for the one -year term expiring February 28, 2016, with a <br />provision for two one -year extensions exercisable by the City Manager and the City Attorney, in an <br />amount not to exceed $30,000 annually. <br />DISCUSSION <br />The City outsources annual traffic counting services to conduct counts for neighborhood studies, <br />the bi- annual citywide traffic volume study, and the annual traffic signal and left -turn signal priority <br />studies. The scope of services for this agreement also includes data collection and speed surveys <br />in support of the speed hump program. <br />A Request for Proposals (RFP) for annual traffic counting services was posted on the City website <br />on Wednesday, November 19, 2014. Five consultants submitted proposals. The proposals were <br />reviewed by a four- member committee comprised of Public Works Agency staff. The ratings were <br />based on experience, qualifications, project understanding, scheduling, past performance, and the <br />overall proposal. Once rated, the sealed bids of the top three firms were opened. <br />The RFP required each firm to submit their proposed fees for a given work scenario so that a <br />comparison could be made. The scenario costs were for comparison purposes only and not <br />related to the actual work to be done.
