Santa Ana — Garden Grove Fixed Guideway Project <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />assumptions and landfill capacity. Therefore, a less- than - significant impact related to solid <br />waste disposal and regulations. <br />5. ENVIRONMENTAL ISSUES THAT WERE DETERMINED TO BE <br />LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />The following environmental resource areas would not be significantly impacted by the <br />proposed project with implementation of mitigation measures: <br />A. Archaeological and Paleontological Resources (page 3 -203 of the EA/DEIR) <br />Potential Impact: The discovery of archaeological or paleontological resources is possible <br />during excavation activities. Therefore, without mitigation, significant impacts related to <br />archaeological and paleontological resources would occur. <br />Finding: Changes or alterations have been required in, or incorporated into, the proposed <br />project which would mitigate or avoid the significant effects on the environment as identified in <br />the REA/FEIR. <br />Facts in Support of Finding: The Study Area does not include archeological or <br />paleontological resources eligible for listing in the National Register of Historic Places. Ground <br />disturbance would not be more than five feet beneath the existing surface in most areas <br />although ground disturbance may exceed five feet to accommodate drainage improvements <br />near Raitt Street and for foundations for elevated structures across Westminster Avenue and <br />the Santa Ana River. These areas are all located in previously disturbed areas with <br />underground infrastructure that are along the street ROW or across a concrete channel, and the <br />potential for the accidental discovery of archeological resources is remote. However, discovery <br />of archaeological or paleontological resources is possible during excavation activities. <br />Implementation of Mitigation Measure CRII would provide the appropriate process in the event <br />of an accidental discovery and impacts related to archaeological and paleontological resources <br />would be less than significant. <br />18 January 2015 <br />
