Vacancy rate at Vista del Rio should average no more than 3 %. The property <br />should have three (3) pre- approved applicants per unit type and ten (10) other <br />applicants per unit type on the referral list. Units are marketed in accordance with <br />Affirmative Fair Housing marketing guidelines, and the tenant selection criteria <br />indicated below. Each tenant is assigned a Residential Service Coordinator (RSC) <br />who acts as an advocate for the tenant and provides proactive support. <br />Tenant referrals will come from the following agencies: Goodwill Industries of <br />Orange County, the Regional Center of Orange County, Project Independence, <br />OCARC, Elwyn and Vocational Visions. In addition ACOF staff will meet with <br />social service agencies and interested groups to increase referrals and facilitate the <br />application process. <br />B. The Referral Process <br />The referral process begins with the completion of ACOF's Housing Intake form. <br />The form should be completed by the applicant's referring case manager or <br />licensed practitioner. Each form must be accompanied by a completed Release of <br />Information form signed by the applicant authoring the release of and sharing of <br />information including Protected Health Information (PHI) Release form. The <br />release allows all participating agencies in the development and operations of the <br />Project to share information including, but not limited to ACOF, Goodwill, JSCO, <br />City of Santa Ana, Santa Ana Redevelopment Agency and the Santa Ana Housing <br />Authority. Upon receipt of the completed ACOF Housing Intake Form, Goodwill <br />and JSCO will perform a preliminary review to determine whether based on the <br />unverified information the applicant appears to meet the tenant eligibility criteria. <br />Eight (8) units of this project are receiving Section 8 Project Based Assistance <br />(PBA), therefore eight applicants approved by Goodwill and JSCO will be <br />referred to the Housing Authority of the City of Santa Ana in order to determine <br />eligibility to occupy a unit at Vista del Rio per the Section 8 requirements. The <br />public housing authority will: <br />Determine Section 8 Project Based Assistance Eligibility per HUD and <br />local public housing authority regulations and policies. <br />Process all applicants through their internal criminal background check <br />program, as required. <br />Applicants that do not meet the Housing Authority's eligibility criteria <br />including those who have been evicted from a federally- assisted housing <br />project will be denied. <br />1. All applicants will be initially interviewed by the PM or leasing representative <br />of the managing agent <br />2.
