REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 3, 2015 <br />TITLE: <br />C <br />CONDITIONAL USE PERMIT NO. 2014-64 TO <br />ALLOW 24 -HOUR OPERATION AND VARIANCE <br />NO. 2014-09 TO ALLOW A REDUCTION IN THE <br />MINIMUM LOT SIZE FOR A NEW CONVENIENCE <br />STORE AT 2016 WEST SEVENTEENTH STREET <br />ANDREA MUNOZ, APPLICANT {STRATEGIC <br />PLAN NO.3 24 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />►U1106 1A <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2014 -54 as conditioned <br />and Variance No. 2014 -09 as conditioned. <br />PLANNING COMMISSION ACTION <br />On January 12, 2015, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2014 -54 as conditioned to allow 24 -hour operations and Variance No. 2014 -09 as <br />conditioned to grant relief from the minimum lot size requirements by a vote of 7:0 for a 7- Eleven <br />convenience store at 2016 West Seventeenth Street located in the Community Commercial (C -1) <br />zoning district. The Planning Commission made no changes to the recommendation outlined in <br />the attached staff report (Exhibit A). <br />DISCUSSION <br />Thrifty Oil Company is requesting approval of a conditional use permit to allow the construction of a <br />new 2,400 square foot 7- Eleven convenience store with 24 -hour operations on a vacant parcel at <br />2016 West Seventeenth Street. In addition, the applicant is requesting approval of a variance from <br />Section 41 -373 of the Santa Ana Municipal Code (SAMC) in order to allow a reduction in the <br />minimum lot size of a commercial development. Full sized site plans are available for public <br />viewing in the Clerk of the Council Office. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal No. 3 Economic Development, <br />Objective No. 2 (create new opportunities for business /job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies). <br />31A-1 <br />
