Amendment to Fiscal Year 2014/15 Seven -Year CIP and <br />Appropriation Adjustments to Receive OCTA Measure M2 Funding <br />February 17, 2015 <br />Page 2 <br />Residential Catch Basin Connector Pipe Screen Installation Project. (See Exhibit 2.) The project <br />involves installing screens in residential catch basins to capture trash and debris before runoff <br />enters the storm drain system which will result in added protection of Orange County beaches and <br />waterways. This project will enhance the environment and improve overall water quality by <br />mitigating the impact of transportation - generated pollution. The total project estimate of $511,200 <br />includes a City commitment of $311,200 for ten years of ongoing maintenance and engineering <br />support services. This City match will be provided through a combination of in -kind services <br />performed by various Public Works staff ($309,600) and cash ($1,600). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans), <br />FISCAL IMPACT <br />There is no impact to the General Fund. After amending the Fiscal Year 2014/15 Seven -Year <br />Capital Improvement Program to include the two projects funded by OCTA, $887,519 in grant <br />funds will be deposited into the Measure M Street Construction Fund - Competitive revenue <br />account (No. 03217002 - 52332). $687,519 for the Safe Transit Stops Project and $200,000 for <br />the Residential Catch Basin Connector Pipe Screen Installation Project will be appropriated in the <br />Measure M2 Competitive- Street Construction expenditure account (No. 03217663- 66220). <br />The total City match of $311,200 for inspection, maintenance, and engineering support will be <br />budgeted over a 10 -year period. In -kind engineering support services performed by various <br />Public Works Design Engineering and Construction Engineering staff will be budgeted in the <br />Public Works Engineering Services internal service fund (Accounting Units 08617612 and <br />08617611). Inspection services will be performed by City staff and contracted services, and will <br />be budgeted in Public Works Federal Clean Water Protection Enterprise (Accounting Unit <br />05717640). <br />Public Works Agency <br />FM: /EWG /SF <br />Exhibits: 1.
