No increase to number of <br />Park Rangers or approval of Park Ambassadors - must follow budget <br />process and be allocated as such. <br />** Park Ambassador program (Agenda Item 55A) on hold, pending budget <br />allocation process. <br />Councilmember Tinajero, asked Police Chief for clarification of Liaison <br />position and misconception that Park Ambassadors would replace the <br />Park Rangers. <br />Police Chief Rojas noted that Park Ambassadors would work in <br />conjunction with Police Liaison; Liaison would handle the public safety <br />aspect; 100 hours of POST certified police personnel assigned to patrol <br />the parks; Police Department would staff during peak activity periods. <br />Parks, Recreation and Community Services Executive Director Mouet <br />noted that current members select their hours for up to 100 hours per <br />week (5 Rangers working 20 hours per week). <br />Councilmember Tinajero, noted that Liaison would provide consistent <br />hours and more direct officers on top of Ambassador Program; clarified <br />that Ambassador would manage the parks; concerned that Option B <br />compromises City; proposed motion would increase level of service and <br />calls monitored through the Police Department; appreciates the Park <br />Rangers and service to the community; important to have employees <br />vested in the City. <br />Mayor Pro Tern Sarmiento, thanked Councilmember Tinajero for <br />compelling arguments; met with Park Ranger Eldridge and thanked for <br />services to the community; City to improve services; support armed park <br />rangers in the Police Department overlaid with Ambassador program; time <br />sensitive matter. <br />Councilmember Tinajero proposed substitute motion to: <br />SUBSTITUTE MOTION: Seek CalPERS advice on whether annuitants <br />can remain and if not then approve Option A that supports staff <br />recommendation. <br />MOTION: Tinajero <br />VOTE: AYES: <br />NOES: <br />ABSTAIN: <br />CITY COUNCIL MINUTES <br />SECOND: Amezcua <br />Tinajero, Amezcua (2) <br />Benavides, Martinez, <br />Sarmiento (5) <br />None (0) <br />12 <br />1 0A -12 <br />Pulido <br />Reyna, <br />FEBRUARY 3, 2015 <br />
