NO 14 -084) (NON- GENERAL FUND) <br />(STRATEGIC PLAN NP. 6, 1 C & F) <br />��D 1_� ) 6�_4� / <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I"Reading <br />❑ Ordinance on 2nd Reading ❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Sancon Engineering Inc. for sanitary sewer lining services for a three -year <br />period in an annual amount not to exceed $500,000, with provisions for one two -year renewal <br />exercisable by the City Manager and City Attorney, subject to non - substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Water Resources Division operates a sanitary sewer collection system <br />comprised of a network of approximately 390 miles of sewer mains, two sewer lift stations, 48,500 <br />sewer laterals and 8,000 sewer manholes. The Water Resources Division conducts on -going <br />video inspection of the sewer system to evaluate the structural integrity and overall condition of the <br />sewer collection system. Sanitary sewer lining repairs are scheduled based on the results of these <br />video inspections which identify sewer assets with structural defects and /or root intrusions. This <br />contract provides for rehabilitation of affected sanitary sewer system sections. This trenchless <br />sanitary sewer lining method is cost effective, less disruptive to traffic and extends the useful life <br />cycle of the City's sewer collection assets. <br />The notice inviting bids was advertised on December 2, 2014, on the City's online bid management <br />and publication system. A summary of the bid invitations and bids received is as follows: <br />57 Vendors notified <br />2 Santa Ana vendors notified <br />3 Bids received <br />0 Bids received from Santa Ana vendors <br />Bids were received and opened December 30, 2014 and evaluated (Exhibit 1). The bid received <br />from Sancon Engineering Inc. meets the City's requirements for maximum quality service at <br />minimum price and complies with prevailing wage requirements. The annual not -to- exceed <br />contract amount is based on the projected budget allocation for these services. <br />22A -1 <br />
