9. C4 Un Worm Aclmisyistratiya Rcautrements. Developer shall comply with the <br />requirements and standards of OMB; Circular No. A -122, "Cost Principles for Non - Profit <br />Organizations," and with the following Attachments to OMB Circular Nti: A -110} <br />(a) Attachment A, "Cash Depositories ", except for paragraph 4 <br />concerning deposit insurance; <br />(b) Attachment B, "Bonding and Insurance <br />(e) Attachment C, "Retention and Custodial Requirements for <br />Records ", except that in lieu of the provisions in paragraph 4, the <br />retention period for records pertaining to individual Cf; BG <br />activities starts From the date of submission of the annual <br />performance and evaluation report, as prescribed in 24 CFR <br />570,507, iu which the specific activity is reported on for the final' <br />time; <br />(d) Attachment F, "Standards for Financial Management Systems" <br />(c) Attachment H, "Monitoring and Reporting Program Performance ", <br />Paragraph 2 <br />(f) Attachment 0, Trocurement Standard& <br />9.15 Conflict of Interest, Developer shall comply with and be bound by the <br />conflict of interest provisions set forth at 24 S FR 570 611, as well as state regulations <br />pertaining to conflict oFintorest. <br />9,16 Monitoring, Developer shall allow the City to conduct periodic <br />inspections of the HOME assisted units on the Property as required by the Program after <br />the elate of construction completion, with reasonable notice, Developer shall cure any <br />defects or deficiencies Found by the City while conducting such inspections within two <br />weeks of written notice thereof, or such longer period as is reasonable within the sole <br />discretion of the City, <br />9,17 Recertificationof Tenant Income <br />(A) Developer shall take all necessary steps to review the incorne of all tenants <br />prior to routing to them, as well as reviewing current tcn&ints on an annual basis, <br />in a oordance with HOME regulations and guidelines. Every fifth (5a) year; <br />Developer shall require- new original income documents to he'submitted -hy <br />tenants, Tenants in 110�N1E assisted units whose incomes no longer comply with <br />fedend income guidelines shall have their rents adjusted in accordance with <br />federal HOME guidelines (24 CFR92.252 °92,253), <br />(B) HOME assisted units continue to qualify as affordable hoasing despite a <br />terilporatry-non-complialice eauseclby increases in the incomes of existing tenants <br />23 <br />25B -29 <br />
