Request for Qualifications for Hloussling Finaancaaai <br />Analytical and Advisory Services <br />RELEVANT EXPERIENCE <br />County of San Bernardino / 6 uldgeraerationai Housing and Library <br />KMA assisted the County of San Bernardino in evaluating the financial gap <br />associated with the Bloomington multigenerational housing and public library mixed <br />use project. The project consists of 72 senior - citizen apartment units, 35 family <br />apartment units, and a 6,600 square foot public library. The apartment <br />components of the project are subject to 55 -year income and affordability <br />covenants that allocate the units to households earning between 300/0 and 50% of <br />the San Bernardino County median Income. <br />The developer obtained 9% LIHTCs and conventional financing, The County <br />provided NSPI and NSP 3 funds, tax - exempt bonds that were secured by property <br />tax increment housing set -aside funds, MHSA funds; and a contribution of water <br />line Impact fees. KMA assisted in the negotiations process, quantified the <br />warranted local assistance to the project, and prepared the subsidy layering <br />analysis required by California Health and Safety Code Section 33433. <br />KMA Work Completed: 2014 <br />Contact Person: Dena Fuentes, Director of Redevelopment and Housing <br />Telephone Number: 909357.4392 Email: dfuentes @rda.sbcounty.gov <br />City of Huntington Beach / Disposition of City Owned Property <br />The City of Huntington Beach engaged KMA to evaluate the options for selling or <br />holding a 164 -unit City -owned apartment project targeted to very-low and low <br />income senior citizens. As part of this engagement, KMA evaluated the project's <br />operating results; future capital expenditures requirements; and income and <br />affordability controls. KMA recommended that the City market the project to <br />housing developers that could acquire and rehabilitate the property to modern <br />standards using LIHTCs and tax exempt multifamily bond financing. KMA evaluated <br />the purchase offers; recommended income and affordability requirements to <br />maximize outside leveraging sources; and compared the financial terns and <br />structure of the purchase offers.
