CSG Advisors Incorporated January 28, 2015 <br />Proposal: Housing Financial Analytical and Advisory Services Page 8 of 25 <br />For the last two years we have been assisting San Bernardino County in designing responses to <br />defaulted loans to help assist homeowners and surrounding neighborhoods. We are currently <br />working on a major public - private partnership to purchase such loans directly from FHA, with <br />approval by OMB, so as to be able to provide principal modifications, including from the remaining <br />$1 billion of uncommitted Keep Your Home California funds. <br />Preservation. CSG Advisors has worked on a wide range of preservation efforts including the first <br />sale of assisted FHA mortgages to a state housing agency and the first two tax - exempt financings in <br />the country for non - profit acquisition of expiring use projects. We have assisted numerous public <br />agencies in designing preservation efforts, including the California Housing Finance Agency and the <br />San Francisco Redevelopment Agency, Our analyses have focused on evaluating the impact of lost <br />federal subsidies on unit affordability and the most efficient methods to transition the developments <br />to alternate financing structures, maintaining as much affordability as possible, minimizing the <br />impact on current tenants, and minimizing Agency exposure. <br />Non - Profit Housing. We have helped finance more than 200 projects with non - profit owners or <br />non -profit general partners. As a result we understand the special objectives, constraints, tax <br />benefits, IRS concerns and resources of 501(c)(3) corporations. These projects have ranged in size <br />from 20 to 500 units. Our experience spans more than 25 years. <br />We have assisted governments in working with a wide range of non- profit housing developers <br />including Eden Housing, BRIDGE, Mid - Peninsula Housing, Spanish Speaking Unity Council, <br />Napa Valley Community Housing, Neighborhood Housing Services of America, Orange County <br />Community Housing, Southern California Housing Development Corporation, LINK, American <br />Baptist Homes, Franciscan Sisters, Mercy Housing, Dominican Sisters, Jewish Home for the Aged in <br />Seattle and in Orange County, Florence Crittenden Home. <br />Housing Program Evaluation, Improvement and Design. CSG is unique among financial <br />-- -- -- advisors in our extensive -- programmatic- orientation. We have been national leaders in designing -- <br />such programs and strategies as first time homebuyer assistance programs, strategies for redeveloping <br />public housing with and without HOPE VI funds, programs for recovery from natural disasters <br />(including the Northridge earthquake), economic development financing strategies, and programs to <br />finance development of housing for specific populations such as the disabled or students. Examples <br />of this work include: <br />Served as HUD's national consultant for revising Its housing rehabilitation loan program <br />and for providing model financing and administrative systems for local programs <br />nationwide. <br />Designed CDBG programs for local governments, including design and implementation of <br />multifamily rehabilitation programs for San Francisco, Los Angeles County, Anaheim, <br />Phoenix, Pittsburgh, Chicago, and Wichita. <br />Designed HOME programs and use of HOME funds for specific multifamily projects for <br />San Francisco, Contra Costa, Napa, Santa Cruz, and San Mateo Counties. <br />Developed site acquisition programs for San Francisco, Los Angeles and the District of <br />Columbia. <br />Designed the City of Los Angeles' successful effort to use over $300 million of special <br />federal assistance for earthquake repairs. <br />Developed underwriting guidelines and policies for a variety of lenders, including the <br />Washington State Department of Community, Trade and Economic Development, the $50 <br />25C -53 <br />
