2/12/16LES <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA IN SUPPORT OF THE UNITED <br />STATES DEPARTMENT OF TRANSPORTATION'S <br />SAFER PEOPLE, SAFER STREETS: <br />PEDESTRIAN AND BICYCLE SAFETY INITIATIVE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby, finds, determines and declares as follows: <br />A. Department of Transportation Secretary Anthony Foxx is challenging mayors <br />and local elected officials to take significant action to improve the safety for bicycle <br />riders and pedestrians of all ages and abilities over the next year. <br />B. Santa Ana ranks third out of the thirteen highest population cities in California <br />with injury /fatal traffic collisions. <br />C. in Santa Ana, 18% of residential households are without a car and 14% of <br />residents use public transit. <br />D. The integration of all modes in the design of streets and highways will <br />increase the capacity and efficiency of the road network, reduce traffic congestion by <br />improving mobility options, limit greenhouse gas emissions, and improve the general <br />quality of life. <br />E. Bicycling and walking are important forms of transportation and recreation in <br />our community. <br />F. The City Council seeks to make Santa Ana a more livable and lively city, a <br />healthy economically robust community with system wide choices of safe, convenient <br />access to roadways and trails for all users with a more balanced human scale <br />environment. <br />G. Educating the public about safety, health and mobility are part of being <br />quality community. <br />H. The City is developing a Safe Mobility Santa Ana Plan to minimize adverse <br />effects of vehicle traffic /speed on city streets through engineering, education and <br />enforcement. <br />I. The plan will be customized to address the specific needs and characteristics <br />of Santa Ana. <br />55B -3 <br />
