Innamorato <br />2600A W. Segerstrom Avenue <br />Santa Ana, California 920704 <br />Village Walk Townhomes <br />Parcel- 933 - 071 -55 <br />I protest both the water and sewer rate changes. I believe that the City and Water District <br />must implememnt more stringent conservation methods and penalize waste as a solution to <br />the issue. NOT Tax and Fee increases. Encourage through financial incentives the use of low <br />flow water devices and methods as well as low water consumption landscaping through out the <br />city, individual and community properties. 1 worked in manufacturing for thirty years and <br />through recycling and procedure changes cut water use by 50% using these methods. I was <br />required by OC Sanitation to come up with a proposal , set a goal and a timeline and to report <br />progress. <br />The water district should partner with cities in and communites in the Southwest US to review <br />their solutions to this issue. Develop a good program such as systematically replacement <br />median grasses with low water need plants . For HOAs for instance, a count of spinkler heads <br />and a goal to reduce them by a percentage (10% in a year) use of mulch to retain moisture. The <br />Water district should inspect their highest volume consumers first and recommmend use, <br />waste minimization and recycling alternatives and provide incentives to implement goals with <br />deadlines. ( 10% consumption Water district should then move to the next volume level of <br />consumers and repeat the program until complete. As new technologies come on board repeat <br />the process on an on going basis. There are hundreds of ways to cut water consumption <br />through equipment and education of the public.
