REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 3, 2015 <br />TITLE: <br />2014 -2015 ANNUAL ACTION PLAN <br />SUBSTANTIAL AMENDMENTS <br />(STRATEGIC PLAN NO. 5) <br />-1 I <br />x <br />CITY MANA R <br />RECOMMENDED ACTION <br />t!itd��1! <br />rIH ��Y CLERK OF COUNCIL USE ONLY: <br />:7--c• o, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve a substantial amendment to the 2014 -2015 Annual Action Plan approving the <br />reallocation of Community Development Block Grant and HOME Investment Partnership Grant <br />funds, and authorize its submittal to the U.S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting of February 11, 2015, by a vote of 5:0, the Community Redevelopment and <br />Housing Commission conducted a public hearing and recommended that the City Council <br />approve a substantial amendment to the 2014 -2015 Annual Action Plan approving the <br />reallocation of Community Development Grant funds, and authorizing its submittal to the U.S. <br />Department of Housing and Urban Development. <br />DISCUSSION <br />In May 2014, the City submitted to the U.S. Department of Housing and Urban Development <br />(HUD) an Annual Action Plan for fiscal year 2014 - 2015. The Annual Action Plan is the document <br />whereby the City formally applies to HUD for the annual federal grant allocations and describes <br />how those grant funds will be utilized. Since the approval of the Annual Action Plan, a new and a <br />pending Community Development Block Grant (CDBG) eligible capital improvement project, and <br />a HOME New Construction program have been identified. <br />There is an urgent need for capital Improvements at the Santa Ana Regional Transportation <br />Center (SARTC) to bring the facility up to current Americans with Disabilities Act (ADA) <br />standards. The ADA improvements in the amount of $260,000 will ensure that the State of <br />California Employment Development Department continues to partner with the City of Santa Ana <br />29A -1 <br />
