Active Transportation Program and CIP Amendment <br />March 3, 2015 <br />Page 2 <br />projects that increase the proportion of biking and walking, increase traffic safety and mobility for <br />pedestrians and cyclists, and reduce childhood obesity. Although there is a similarity in the type of <br />projects that may be funded by ATP and BCI grants, the ATP does not obligate the applicant to <br />provide matching funds. <br />Recognizing an opportunity to compete for a funding source that did not have a matching fund <br />obligation, in May 2014 staff submitted 11 applications for ATP funding consideration, including one <br />for the Class II Bike Lanes project. Of the 11 applications, eight grants were awarded, totaling <br />$4,813,000. These grants will fund bikeway installations, traffic safety enhancements at 11 bike trail <br />crossings, new or modified traffic signals at five school crossings, and preparation of complete street <br />plans for five corridors (see Exhibits 1 and 2). The Class II Bike Lanes project received an award of <br />$272,000. <br />Since the funds for the eight ATP projects listed in Exhibit 1 were allocated after adoption of the Fiscal <br />Year 2014/15 CIP, an amendment to the CIP is needed to incorporate these new projects. An <br />Appropriation Adjustment is also required to recognize the new funding for the Class II Bike Lanes <br />project and replace the BCI appropriation. <br />ENVIRONMENTAL IMPACT <br />Environmental reviews will be conducted for all ATP - funded projects, and will be presented to the City <br />Council concurrent with award of construction contract(s). These types of projects typically qualify for <br />Categorical Exemptions. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 Community Safety, Objective #3 <br />(promote fiscal accountability to ensure financial responsibility at all levels of the organization), <br />Strategy B (promote ongoing efforts to obtain grant funding for activities that will assist in <br />preventing, enforcing and reducing criminal activity and traffic collisions). <br />FISCAL IMPACT <br />All of these ATP projects are 100% grant funded and no City match is required. The appropriation <br />adjustment will rescind the appropriation of BCI funding for the Bike Lanes - Newhope, Civic Center, <br />and Grand project, decreasing the allocation by $248,886 from the Select Street Construction <br />revenue account (No. 05917660- 66220) and expenditure account (No. 05917660 - 66220); <br />recognize $4,813,000 in Active Transportation Program funding into the Transportation System <br />Management revenue account (No. 14817002 - 52025); and appropriate $4,813,000 into the Active <br />Transportation Program expenditure account (No. 14817613 - 66220). <br />20A -2 <br />
