Federal Program The U.S. Department of Homeland Security (DHS) published the Fiscal Year 2014 <br />Guidance Emergency Management Performance Grants (EMPG) Program, Funding Opportunity <br />Announcement (FOA) on March 10, 20142. <br />Information DHS issues Information Bulletins that provide updates, clarification, and requirements <br />Bulletins throughout the life of the grant 3. <br />Grant Cal OES issues Grant Management Memorandums (GMMs) that provide additional <br />Management information regarding EMPG funds 4. <br />Memorandums <br />Purpose of this The purpose of the Emergency Management Performance Grant (EMPG) Program is to <br />Subgrant & provide federal funds to states to assist state, local, and tribal governments in preparing for all <br />Guidance hazards. Funds provided under the EMPG must be used to support activities that contribute to <br />the Operational Area's capability to prevent, prepare for, mitigate against, respond to, and <br />recover from emergencies and disasters, whether natural or man -made. This California <br />Supplement to the Federal Program Funding Opportunity Announcement will provide the <br />Operational Areas (OAs) with guidance and forms to apply for, perform, and closeout the <br />FY14 EMPG subgrant. This supplemental guide specifies the performance period, objectives, <br />eligible activities, and other subgrant - related information and requirements. This document is <br />to supplement the U.S. Department of Homeland Security FY14 EMPG Program Funding <br />Opportunity Announcement; <br />Eligible Subgrant The eligible subgrant recipients are the 58 county Operational Areas (OAs). The Tribal <br />Recipients Guidance will be issued under separate cover. <br />(Subgrantees may contract with any other public or private organizations to perform eligible <br />activities on approved projects.) <br />Note: Cal OES is the, `grantee'; the county is the `subgrantee'; and the county's pass - through <br />entities are the `subreeipients'. <br />Sub recipients / Any time grant funds are given to a subrecipient/pass- through entity, such as a political <br />Pass - Through subdivision (city, town, or special district) or federally- recognized tribe, the county must <br />Entities ensure that the Assurances and Certifications of this subgrant are included as part of the <br />subgrant agreement with the subrecipient/pass- through entity. <br />Performance The performance period for FY 14 EMPG is July 1, 2014 through Junc 30, 2015. <br />Period <br />Pending receipt of all valid application materials, subgrantees may request retroactive <br />reimbursement of Financial Management Forms Workbook (FMFW) approved activities and <br />budgeted items to the start of the performance period listed above; with the exception of <br />Equipment.
