Authorization to File Receivership Actions <br />Against Owners of Real Property in the City of Santa Ana <br />March 3, 2015 <br />Page 2 <br />The use of the receivership option is a dramatic, immediate and comprehensive process that <br />eliminates slum conditions or habitually substandard properties at no expense to the referring <br />agency when it is the prevailing party. This process also communicates to the public that the City is <br />actively protecting residents and tenants from dangerous conditions created by absentee or <br />recalcitrant property owners. <br />Attached are fact sheets concerning the real properties listed above. The Community Preservation <br />Division has identified all these properties are candidates for receivership actions. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #3, Economic Development, Objective #3. <br />(Promote a solution -based customer focus in all efforts to facilitate development and investment in <br />the community). <br />FISCAL IMPACT <br />The receiver laws provide for the full recovery of legal fees and the value of staff time. Eight of the <br />ten matters are eligible for CDBG Code Enforcement Funding and initial funding will come from <br />account no. 13518783 62300. Funding for remaining two matters will come from Receivership Fund <br />Account (account no. 09801001 24042).
