Increases or decreases of the cost of water may only be implemented if costs exceed or fall short of the projected baseline level in the City's rate study and will be calculated on an annual basis. B. The pass- through cost applies only to the commodity component (metered water rate) of the water used and will be assessed on all water consumption by a customer. C.
