The error was in the asphalt <br />unit price; the bid reflected a unit price $15 per ton, whereas the unit price should have been <br />$150 per ton. Staff reviewed the request and deemed it reasonable, since the other competitive <br />bidders' unit prices ranged from $176 to $282 per ton. The Public Contract Code Section 5103 <br />allows a bidder to be disallowed based on this type of error in their bid. <br />A review of the remaining bids determined that California Professional Engineering submitted the <br />lowest responsive bid in the amount of $684,671, which is consistent with the engineer's estimate <br />of $641,480. Therefore, staff recommends award of this contract to California Professional <br />Engineering. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe, and aesthetically pleasing for all users), and Strategy G (develop <br />and implement the City's Capital Improvement Program in coordination with the Community <br />Investment Plan (e.g., neighborhood streets, traffic improvements, park facilities, bike master <br />plan, etc.). <br />In accordance with the California Environmental Quality Act, the recommended actions are <br />exempt from further review. Categorical Exemption Environmental Review No. 2011 -79, 2012 -35 <br />and 2012 -38 were filed for this project. <br />FISCAL IMPACT <br />The Project Cost Analysis has estimated project expenditures to be $855,800, which includes the <br />construction contract, construction administration and inspection, as well as contingencies. <br />Bicycle Transportation Account grant funds in the amount of $110,700 will be deposited into the <br />23A -3 <br />
