2/2/15 LS <br />A RESOLUTION OF THE HOUSING AUTHORITY OF <br />THE CITY OF SANTA ANA APPROVING UPDATES <br />TO THE ADMINISTRATIVE PLAN AND APPROVING <br />THE SUBMISSION OF THE FIVE YEAR <br />PLAN /ANNUAL PLAN FOR FISCAL YEARS <br />2015-2020 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The Housing Authority of the City of Santa Ana (the "Authority") is required <br />by the U.S. Department of Housing and Urban Development ("HUD") to have a Five <br />Year/Annual Plan due to the fact that the Authority administers a Housing Choice <br />Voucher ("HCV') Rental Assistance Program. <br />B. The Administrative Plan serves as supporting documentation for the Five <br />Year/ Annual Plan. It informs the public and staff about HCV regulations and explains <br />how the Authority will implement those regulations. The Administrative Plan must be <br />reviewed and updated annually to ensure compliance with regulatory changes made by <br />HUD (if any). This year the following sections were updated: regulatory changes to <br />portability procedures, and the process to open the wait list. <br />C. The purpose of the Authority's Five Year/Annual Plan is to advise HUD, <br />program participants and members of the public of its mission and strategy to serve the <br />needs of very low-income families. It provides information about the current operations <br />of the Authority including programs, participants, services for the upcoming five years, <br />and any operational or tenant concerns. <br />D. The Authority is required to review its operations and needs for the Five <br />Year/Annual Plan with input from Housing Choice Voucher participants. A survey of all <br />participants living in the City of Santa Ana, landlords, and applicants was sent in <br />November 2014, with responses incorporated into the Five Year/Annual Plan, as <br />required by HUD regulations. <br />E. HUD regulations require a forty-five (45) day comment period. On January <br />8, 2015, notification was published in the Orange County Register that the draft plan <br />was available for public review. The public comment period ended on February 25, <br />2015. Further, a public hearing was held by the Community Redevelopment and <br />Housing Commission on February 25, 2015, and all comments received at the hearing <br />are included in the final documents to be submitted to HUD. <br />Exhibit 4 <br />3-16 <br />
