It <br />informs the public and staff about HCV regulations and explains how the Santa Ana Housing <br />Authority will implement those regulations. The Administrative Plan (Exhibit 3) was last adopted in <br />April 2014. The Administrative Plan must be revised to ensure compliance with regulatory changes <br />made by HUD, and policy and procedure changes proposed by the Housing Authority. The <br />following sections were updated: <br />• Regulatory changes to portability procedures <br />• Process to open the wait list <br />HUD regulations require a 45-day comment period. On January 8, 2015, notification was <br />published in the Orange County Register that the draft plan was available for review. The <br />notification was also published in Nguoi Viet and La Opinion newspapers. The public comment <br />period ended on February 25, 2015.
