REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2015 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2014-46 TO <br />ALLOW A TYPE 21 ALCOHOLIC BEVERAGE <br />CONTROL LICENSE UPGRADE FOR <br />NORTHGATE MARKET LOCATED AT 1120 <br />SOUTH BRISTOL STREET - ADAM WOOD, <br />APPLICANT {STRATEGIC PLAN NO. 3,2) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 13' Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2014 -46. <br />PLANNING COMMISSION ACTION <br />On March 9, 2015, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2014 -46 by a vote of 7 :0 which approved the upgrade from a Type 20 Alcoholic <br />Beverage Control (ABC) license to a Type 21 ABC license in order to sell beer, wine and distilled <br />spirits for off- premise consumption at Northgate Market located at 1120 South Bristol Street in <br />the Bristol Street Corridor Specific Plan (SP1) zoning district. The Planning Commission made no <br />changes to the recommendation outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />Northgate Market is currently operating within an existing multi- tenant commercial center located <br />on the southwest corner of Bristol Street and McFadden Avenue. The center is approximately 9.2 <br />acres in size, with Northgate Market occupying approximately 22,714 square feet of building area. <br />Northgate Market is requesting approval of a Type 21 ABC license upgrade to allow the off - premise <br />sale of beer, wine and distilled spirits as an ancillary service to the primary retail use for its <br />customers. The supermarket is open from 6:00 a.m. to 10:00 p.m., seven days a week. No <br />changes to the hours of operation are proposed at this time. The overall storage of alcoholic <br />beverages consists of 192 square feet, which is approximately less than one percent of the gross <br />floor area of the building.
