REQUEST FOR � <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2015 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2015-01 <br />TO ALLOW A CAR WASH AND VARIANCE <br />NOS. 2015 -01 AND 2015 -02 FOR A <br />REDUCTION IN FRONT -YARD SETBACKS <br />AND REQUIRED PARKING AT SOUTH <br />COAST SPEEDWASH LOCATED AT 2402 <br />SOUTH BRISTOL STREET - PEDRAM <br />FARARO /OY (STRATEGIC PLAN NO. 3, 2) <br />CITY MANAdtR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on Aar Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2015 -01 as conditioned, <br />Variance No. 2015 -01 as conditioned, and Variance No. 2015 -02 as conditioned. <br />PLANNING COMMISSION ACTION <br />On March 9, 2015, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2015 -01 as conditioned to allow a car wash, Variance No. 2015 -01 as conditioned <br />and Variance No. 2015 -02 as conditioned to allow a reduction in required front -yard setback as <br />well as a reduction in the number of required parking spaces by a vote of 7:0 at 2402 South <br />Bristol Street located in the General Commercial (C2) zoning district. The Planning Commission <br />added a condition to require construction of a new ten -foot high block wall along the entire length <br />of the western property line of the project site (Exhibit A). <br />DISCUSSION <br />The project consists of the demolition of an existing 5,410 square foot car wash and construction of <br />a new car wash and commercial development on a 2.71 -acre project site. The development <br />proposes a "flex service" car wash building, with washing, drying, and detailing facilities, as well as <br />an administration office building and a commercial building with retail and dining options. Other <br />minor structures on the site will include a trash enclosure and vacuum equipment building. The <br />proposed hours of operation for the car wash and administrative offices are from 6:00 a,m. to 9 :00 <br />p.m., seven days per week. In response to public comments, the Planning Commission added a <br />condition of approval to require a ten -foot high block wall along the westerly property line. The wall <br />must be designed to incorporate a 12 -inch base as an additional safety measure for the residents to <br />the west.
