B. Widening and improvement of 1 -5 between the 1 -5 /Route 55 and 1 -5 /Route 22 - <br />interchanges. (Caltrans is the Lead Agency.) <br />C. Widening and improvement of Westminster Avenue in the City of Santa Ana. <br />(City of Santa Ana is the Lead Agency.) <br />D. Establishment of a redevelopment project area encompassing the Bristol Street _ <br />project corridor. This redevelopment project will provide for the elimination of <br />blighted conditions in this area, through the use of property tax increment <br />financing techniques. (The City of Santa Ana will be the lead agency.) <br />.. Tel <br />A total of four alternatives were evaluated in the Draft EIS prior to the selection of a <br />preferred alternative, with three of these contemplating a six-lane divided roadway within <br />a 120 -foot right -of -way with additional lanes and rggbt -of -way width at selected <br />intersections. Section R, following, contains a detailed description of the widening — <br />alternatives and a discussion of the factors leading to selection of the preferred <br />alternative. The fourth alternative is the "no project" alternative, which must be included <br />to comply with the statutory requirements of the National Environmental Policy Act <br />(NEPA) and the California Environmental Quality Act (CEQA). A detailed description <br />of the alternatives which are under consideration as well as those evaluated and <br />subsequently withdrawn from consideration can be found in Section R of this document. <br />Illustrations of the proposed street geometrics, intersection modifications and bus <br />to mouts are presented on Figures 5 -7, pages 11 -3 through H -13. <br />I. ra mot_ ►� I. • � <br />Beneficial impacts resulting from construction of the proposed street improvements <br />would include the following: <br />A. Hydrology ` <br />Areas with deficient curb and gutter will be replaced by new and properly <br />designed curb and gutter, thus improving existing drainage flows along the edges ` <br />of Bristol Street. <br />B. Air Quality - <br />Carbon monoxide concentrations would be substantially reduced at intersections Y <br />within the project area, below both federal and state one -hour and eight -hour <br />standards. Along the roadway, emissions of carbon monoxide and hydrocarbons <br />would decrease, due to reduced traffic congestion and slightly higher traffic speed, <br />allowing vehicle motors to perform more efficiently. •• <br />75C -15 <br />
