Library. and Other Facilities <br />No libraries exist within the project limits. Furthermore, the proposed project <br />will not result in an increase demand for library facilities in the City of Santa <br />Ana. <br />The remaining community facilities have been discussed in various sections of <br />this document. The specific sections are as follows: <br />Police, fire, and medical facilities are discussed in Section IV.V. <br />Electricity, gas, telephone, Cable TV, and water and sewer services are <br />discussed in Section IV.S. <br />No other recreation facilities are found or planned in the project limits. <br />Mitigation Measures <br />Relocation assistance, in accordance with state and federal requirements will <br />be made available to assist the displaced preschool /day care centers. <br />R. EFFECT ON ASSESSED PROPERTY VALUES <br />Based on preliminary estimates of the costs of acquiring the right -of -way <br />needed to construct the preferred alternative, market values of affected <br />taxable properties would be approximately $39.2 million. This estimate <br />assumes that none of the acquired properties are sold or redeveloped prior to <br />their acquisition for the street widening project. <br />The total property tax revenues associated with the above values would be <br />somewhat less than one percent of these values. This estimate is based on two <br />considerations: <br />1. Many of the parcels in the project corridor have not changed ownership <br />since prior to the adoption of Proposition 13, and therefore have not <br />been reassessed at current market value. Annual property taxes from <br />these properties, therefore are less than what would be collected if <br />owners were paying ±1.3 percent of the current market value. <br />2. Nearly half of the right -of -way costs will be for acquisition of residential <br />properties, approximately 30 percent of which currently benefit from the <br />$7,500 Homeowners Exemption. <br />Assuming an effective property tax rate of .0085 yields a loss of annual <br />local property tax revenue of approximately $332,600. <br />IV -57 <br />75C -192 <br />
