asbestos quite naturally will scratch off their brake pads, creating <br />a potential health hazard, provided anyone were to inhale this <br />airborne dust /toxic. Living only a hop, skip, and a jump from an <br />already bustling Bristol Street, 1 shoulder at the thought of extra <br />cars, noise, asbestos, and dust." <br />Exposure to airborne asbestos has been shown to be hazardous to <br />public health, and the threat of toxicity is chronic. Asbestos has been <br />identified as a toxic air pollutant pursuant to the provisions of AB <br />1807. Final rules have been issued by the Environmental Protection <br />Agency (EPA) regarding asbestos sources. The EPA recently published <br />a statement outlining the phase out of asbestos products, including <br />brake pads, beginning in 1992 (Federal Register Volume 54, #132, July <br />29, 1989). <br />L "After reviewing the Environmental Impact Report (EIR) for the <br />widening of Bristol Street, I would like to make several <br />comments on behalf of the District, As you might expect, we <br />were pleased with the comment on page 11 -14 concerning the <br />acquisition of 4(f) properties. On behalf of the Board of <br />Education and District staff, we encourage the City of Santa Ana <br />and the other agencies associated with the project to honor <br />section 4(f) of the Department of Transportation Act (80 State <br />941; public law 89 -670) with respect to the acquisition of public <br />agency property for the Bristol widening project. <br />In several sections of the report, when the topic of Community <br />Facilities is being addressed, the EIR has discussed the impact <br />on existing schools only. Since the District has either acquired <br />or initiated condemnation proceedings for the acquisition of <br />property needed for the Martin Luther King, Jr. Elementary <br />School project, it is very important that this school in the 1000 <br />block of S. Bristol be included in the comments on page III -29 <br />and IV -48. There is also a concern with the comment made on <br />page IV-48 concerning property "donated" by the City to the <br />School District, with respect to Jose A. Sepulveda Elementary <br />School. The City loaned the money for the acquisition for the <br />property at 1818 S. Bristol and that loan has now been repaid. <br />At the time the loan was made several years ago, there was a <br />stipulation that a 5trip approximately 15 feet wide along Bristol <br />V -13 <br />75C -240 <br />
