CITY OF SANTA ANA <br />BRISTOL STREET WIDENING PROJECT <br />SCOPING MEETING <br />WEDNESDAY, DECEMBER 10, 1996 <br />MINUTES <br />Introductory Remarks <br />Meeting Convened: 7:05 p.m. <br />Mr. Kim Schultz (moderator) - Introduction <br />Mr. Michael Betts (project coordinator) - Purpose of meeting, overview <br />Mr. George Alvarez (traffic engineer, City of Santa Ana) - Description of the <br />necessity for the project (safety). The project will improve signaliza- <br />tion, lighting, access and relieve congestion. <br />Mr. Victor Martinez (traffic engineer, Willdan Associates) -- Description of the <br />project alternatives and the 100' and 120' roadway cross sections. <br />Details and costs to be developed at a later stage and incorporated into <br />the EIS. <br />Ms. Sandra Massa - Lavitt (planner, City of Santa Ana) - statement that the <br />temporary setback ordinance was no longer under consideration by <br />the City. <br />Mr. Ernie Egger (planner, Willdan Associates) - Description of the environ- <br />mental review process including topics under consideration, project <br />phasing and EIS time table. <br />Mr, Michael Green (real property agent, Wilidan Associates) - Description of <br />property acquisition procedures. <br />Also present: Patti Nunn (City of Santa Ana), Barry Dee (Willdan <br />Associates). <br />Public Comment Period <br />Question (Q), Comment (C), Response (R). <br />Q: Is the appraisal for fair maket value? <br />R: (Green) Yes. <br />Q: How are appraisers chosen? <br />R: (Green) Bid to the City by independent contractors. <br />Q: What percentage of people are satisfied with their settlement? <br />R: (Green) 90 -95 percent in his experience. <br />C: The purpose of the restrictions on Flower Street was to divert traffic to <br />other nearby streets such as Bristol Street. The City Ignored resident's <br />concerns on this previous issue. The issue is whether north -south <br />streets should be restricted at all. Aliowing commercial development on <br />Flower Street is the cause of traffic problems. <br />75C -360 <br />
