Noise measurements taken at two school playgrounds and a <br />high school athletic area exceeded the FHWA design noise <br />levels for current conditions and will exceed the criteria <br />for future conditions with or without any of the proposed <br />project alternatives. <br />Acoustic Mitigation Measures <br />1, The following mitigation measures have been recommended for in- <br />corporation in the project to minimize noise impacts: <br />1. Construction activities will take place only on the hours <br />specified in the City of Santa Ana Noise Control Ordinance <br />to reduce noise impacts during more sensitive time periods. <br />2. All construction equipment, fixed or mobile, operated within <br />1000 feet of a dwelling shall be equipped with properly <br />operating and maintained muffler exhaust systems. <br />3. Stationary equipment shall be placed such that emitted noise <br />is directed away from sensitive noise receivers such as <br />residential areas. <br />4. Stockpiling and vehicle staging areas shall be located as <br />far as practical from occupied dwellings. <br />5. Every effort should be made to create the greatest distance <br />between noise sources and receptors during construction. <br />6. The noisiest construction operations should be arranged to <br />occur together in the construction program to avoid contin- <br />uing periods of greater annoyance. <br />The following mitigation measures are suggested for consideration <br />and implementation if feasible. <br />I <br />1. Any residential noise barriers that are removed in conjunc- <br />tion with the project should be replaced with barriers at <br />least 6 feet high. <br />2. For those dwellings on corner lots with access to cross <br />streets which experience exterior impacts, a six -foot block <br />wall could be constructed at the right -of -way to a point 25 <br />feet from the extension of the intersecting perpendicular <br />curb line of the cross street to reduce noise impacts. <br />75429 <br />i <br />
