I DKS Associates <br />Executive Summary <br />This report analyzes the traffic impacts associated with the implementation of the Bristol Street <br />Specific Plan compared with the impacts associated without implementation. The study also <br />discusses the guidelines for establishing design standards for the spacing of driveway access <br />locations and street intersections. The report also discusses the residential impacts due to traffic <br />i congestion on Bristol Street. The study area is comprised of a north/south corridor centered <br />around Bristol Street within the City of Santa Ana. The proposed plan involves upgrading land <br />uses along this corridor with parks and landscaping, along with several new commercial <br />developments. <br />The traffic impacts associated with the proposed specific plan represent a net decrease in <br />projected traffic volumes compared to the General Plan. The traffic generation for the site <br />accounts for both the reduction in traffic due to the lane reconfiguration according to the <br />General Plan as well as the decrease in traffic attributable to the proposed land uses such as <br />parks and landscaping. For the entire study area, approximately 7,000 daily trips are generated <br />by the site which is a reduction from the 16,350 daily trips generated by the General Plan. <br />Approximately 700 trips are projected to be generated during the PM peak hour for the Specific <br />Plan compared to the 1,600 trips without the Specific Plan. <br />Analysis <br />Thirteen intersections have been included in the analysis. Operating conditions have been <br />analyzed at these intersections based on the Intersection Capacity Utilization (ICU) Operational <br />Analysis Methodology for the following scenarios: <br />1, Existing traffic and existing lane configurations (Figure 3 -2). <br />2. General Plan traffic for the year 2006 with approved future lane configuration <br />(Figure 4 -1). <br />3, Specific Plan traffic and trip generation with the future lane configuration. <br />Table ES -1 provides a comparison of total trip generation by zones for the future condition with <br />and without the Specific Plan, while Table ES -2 presents a summary of levels of service for the <br />three scenarios. <br />i For the existing condition, the intersections of Bristol Street at Memory Lane, 17th Street and <br />1st Street are not functioning at acceptable levels. The intersection of Bristol Street at Memory <br />Lane functions at a level of service E during both peak hours, The intersection of Bristol <br />Street at 17th Street functions unsatisfactorily during the PM peak hour at level of service F. <br />In contrast, the intersection of Bristol Street and 1st Street does not function satisfactorily <br />iP during the AM peak hour at a level of service E. <br />i <br />28657.P9022WRpt FS -1 <br />75C -521 <br />
