rLLER STRATEGIES, <br />Grant Effectiveness Report - Proposed Scope of Work <br />The Grant Effectiveness Report CGER) will integrate findings from prior risk, capability, and <br />investment data into a broader evaluation of the impact that Urban Areas Security Initiative <br />funded investments from FY 2009 through FY 2013 have had on the Anaheim Santa Ana <br />Urban Area's (ASAUA's) state of preparedness, In doing so, the report will answer the <br />following questions, <br />• Has the grant program helped the ASAUA better understand and document the <br />threats and hazards that pose a risk to the urban area? <br />• Has the grant program helped the ASAUA better identify, document and prioritize <br />Core Capabilities needed to address high risk threats and hazards? <br />• Has the grant program helped the ASAUA identify and document its gaps and <br />strengths in those priority Core Capabilities? <br />• Has the ASAUA invested its grant funds in its priority Core Capabilities? <br />• Glow have grant investments improved the ASAUA's priority Core Capabilities as <br />demonstrated during an incident e.g., terrorism threats or events and natural <br />disasters (real or simulated)? <br />• What are any remaining gaps in priority Core Capabilities? <br />• How have or will cuts in grant funding to the urban area impact its level of ability <br />across its priority Core Capabilities? <br />These questions will be addressed through the following tasks over the following timeline <br />as outlined in the table below: <br />2015 ASAUA UER SOW <br />25C -13 <br />
