Approve the proposed Fiscal Year 2015 -2016 Community Development Block Grant <br />Program; <br />2. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the <br />Council to execute memorandums of understanding with various city departments and <br />agreements with nonprofit agencies awarded funds as part of the approved program, subject <br />to non - substantive changes approved by the City Manager and City Attorney. <br />FINANCE, ECONOMIC DEVELOPMENT, AND TECHNOLOGY COMMITTEE <br />At a Special Meeting on March 18, 2015, the Finance, Economic Development, and Technology <br />(FEDT) Committee received a presentation on the Community Development Block Grant Fiscal <br />Year 2015 -2016 Funding Process and Recommendations. Committee members discussed the <br />need for the Small Business Incentive Program to include businesses that are within the first <br />three years of operation. In response to committee member request for information, the following <br />are statistics for the Santa Ana Police Department Homeless Evaluation /Assessment Response <br />Team (HEART) Program: Since the implementation of HEART in 2012, staff has contacted over <br />1,100 individuals, enrolled 743 for services, and successfully connected 445 with necessary <br />services. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting of February 11, 2015, the Community Redevelopment and Housing <br />Commission (CRHC) directed staff to transmit funding recommendations for fiscal year 2015- <br />2016 Community Development Block Grant public service programs to the City Council by a vote <br />of 4:0 (Leon abstained) for the Public Law Center, and 5:0 for all other nonprofit organizations <br />(Exhibit 1). <br />75A -1 <br />
